Well first off a full coin image of both sides will help us. in the title you state the 1990-S ASE - that would be a proof coin not a bullion. Bullion ASE's will NOT have any MM's on them.
And yes the early high grade coins will pull a bit of a premium.
also most sellers for RAW bullion coins will sell at SPOT + $10 or so. That alone puts the price at about $33.00 then add the slab and the price goes up from there.
