I've run across a couple different things from the Postal Commemorative Society - although not the book you have.
The coins are generally in G/VG shape and many have been cleaned. And as with most of these assembled sets, you're most likely not going to get a rare date/mintmark.
I found the stamps to be of high quality and well protected. In fact, perhaps too well protected as it would take some careful work if you wanted to remove them and put them in an album.
The whole concept is kind of interesting. However, they are very, very bulky and take up a lot of space.
When I saw these for the first time, I spent some time investigating and there doesn't seem to be any kind of market out there for the actual books. I'm guessing most people buy them to remove the coins.
Quick answer - they're probably worth whatever the melt value of the silver coins are.
