Looks cleaned to me from these photos.. I'm at unc details cleaned.
I've been collecting for a couple years... Favorite Coin's are Standing Liberty quarters, Working on my type set | Coffee, Corvettes, Coins & the CCF what could be better?

The coin looks nice in hand, actually that picture is a little brown overall. The coin is silver with toning on the edges. I can't see the scratches in hand or with my 3x, but my 10x can just make them out. It does look like a wipe mark...is that what you mean by cleaned? The field has a slight haze to it, but the field seems almost PL...almost...so close, but not.
Let me try to get a better photo as I have a couple more to post, let me work on the color.

some of the hairlines are die polish lines. there is a scratch from the chin to the hairline also some hairline scratches across the neck. when you see them this long typically its from being wiped by something. I'm also thinking there are quite a few of them on the cheek under the toning. second look at the obv fields from K10-K1 and from K3-K8. the photos are making it appear that the luster has been removed. when you take new photos see if you can capture the fields in those areas. I'm seeing similar fields on the reverse. don't use any type of overhead lighting which causes glare on areas

Here are my updated photos, I finally got the detail and set up pretty solid for decent photos, I still need work on the white balance. The background is a white piece of paper. So the coin does not show the bright silver color. Anyway, I worked on this one to get the hairline scratches to be more pronounced in the photo. These scratches are wipe marks? And we know that because it stops before the devices? Thanks for any education you can give on "cleaned" mentioned earlier. Dan

It does appear improperly cleaned as noted by the parallel lines across the obverse. Some go into the devices and could be from wiping.

it takes a keen eye and looking at tons of photos to see through toning or glare. sometimes its impossible unless you have the coin in hand. by rotating the coin in the proper light you can see the swipe marks we were talking about. you are correct though that the fields do have a higher polish look than a normal coin would although its not sufficient for a PL designation
