I believe there are just too many hits on the obverse to be any higher that MS61. PL must show clear reflection in the fields on both sides from 2-4 inches away.

True but pcgs also says
Cloudiness or striations may impede the reflectivity on eligible Prooflike coins
Cloudiness is also referred to as haze and is a form of toning. Anything that impedes the reflectiveness of the surfaces can affect the definition of pl or dpl. I see someone posted some videos which should help in explaining the difference. Meanwhile I'm also at MS-63PL.
