It looks to be genuine, but minor. And the condition of the note is less than ideal. It looks dramatic when magnified, but less so when shown normal size. I'd keep it just because it's a bit unusual but fully knowing its value is extremely limited.
While there are I'm sure many notes that are faked, this one looks genuine such as on the M of the Steven Mnuchin signature. I guess this would be a minor ink smear error https://www.pmgnotes.com/news/artic...smear-error/ If so, the value of an Ink Smear Error can vary depending on how dramatic it is and this again is more minor but does have minor value over face and can be sold also on places like ebay if desired or a nice example for a error currency collection. Its also just a cool find to keep as mentioned (puts you out only a buck) so would be kind of neat to hang on to if it were me.
