Has anyone ever seen a rim twisted like this? Seems strange that it could be PM because of the way that the rest of the rim looks so right. What could have caused this.

PSD "Post Strike Damage"
It did not come from the mint in that condition.

Definitely damage. How it occurred is anybody's guess.

Definitely damage. PMD. Something caused the metal to get displaced and pushed over.

It is customary to post full, large and sharp pics of the obverse and reverse. Such photos provide the full context of the coin and help us better understand what may be happening.
