It's a nice example of the (exaggerated) effect of a brushing would look like, but the coin in your example has met with a post mint accident, not a cleaning. The marks are in the area which would least need cleaned, while no marks at all can be seen in the fields which are the usual motivation.
It wass plainly an unmolested Mint State coin, with perfect original luster even inside the letters and in the nooks and crannies of the devices. Something nasty rough bounced off that coin, turning a $3000 MS65 Barber Half into a $300 Net MS60 Details coin.
