What did they do to it? I don't see a single smidge of toning, but I also don't see scratch marks from scrubbing either.

The seller says "this coin has been cleaned with a brush, possibly attached to a Dremel too. The cleaning was so harsh that Liberty's profile and portions of the eagle on the reverse have been flattened."

Dremel, as in a rotary power tool; spinning the brush much like the power polisher used on floors.

It did lose a lot of the facial detail. Too bad!! Man, it looks like the coin was in great shape to start with! What possesses people to do these things?

Look at the example below. Pay particular attention to how crisp and sharp all devices are compared to the other coin. Click on them for larger viewing. While this coin was also improperly cleaned, it was "wiped" with something coarse. My guess is that the seller brought up possibly being done with a dremel not just from the sheer smoothness of the surfaces to the touch, but the noticeable pitting/lack of luster that would equate to a high speed buffing of some type.
