Post-strike damage--likely caused by a mechanical coin roll crimping machine. We see similar with some frequency on this site. It is possible too that some of the ring features are caused by a mechanical coin vending machine--drop the coin in the slot and turn a handle.
Coins circulate, see every manner of damage and sometimes the results are indeed interesting to look at or, as in the case of toning, may even add some beauty to the coin.
Coins that are delivered to the banks are rolled and counted by a machine, those machines create circle marks at the two ends of the roll as the paper is tucked tight against the coin.
