Die Error On Cheerios 2000 Penny?

I have two Cheerios pennies whose packets don't to have been tampered with.

However, one penny has a gouge on the upper cheek/temple.

Pic one is of entire package of two coins. Damaged one on left.

Pic two is of both pennies at two different camera settings. Damaged one on bottom.

Pic three is an expanded image of the two coins of just the area in question. Damaged on on bottom.

I'm wondering what all you guys and gals think.

to the CCF Ones damaged, ones not. Could have been damaged before it went into the package.

I agree it was damaged before it went into the package. The package would have been damaged as well if it occurred after packaging.

The question is if it is a mint error or post-mint error. I suppose I'd need some expert in forensic numismatics to look at it.

Any suggestions?

I would call it PSD, post strike damage not PMD, post mint damage.
Not an error though.

Can't tell from these pics for sure but looks like a plating bubble to me.
