1990-P Washington Quarter: PMD Or Double Ragged Clip?

First thought was post-Mint damage, but then I thought, "what if it's a double ragged clip," especially given the apparent Blakesley Effect opposite the clips. I'm not sure if that flattening opposite to the rim bruise is purposeful in order to simulate a Blakesley's Effect or is just random damage.
