I know there is something there, couldn't say for sure but, to me anyways, looks more like die wear than a chip/cud. But, again, I 'm looking for the opinion of others to help.

Cuds always include the rim.

Full coin pics would be helpful.
It could be what is called "mortar set" on these war era coins, the chrome plating on the die is chipping away.
Are you sure the coin isn't rusting from the inside out? Scratch some with a tooth pick.
"Dipping" is not considered cleaning...

I wish I could get a larger picture but as I am using a microscope I can't get any real detail on a full size picture.
I tried to scrape it as you suggested but the tip just seemed to bounce off it.
There is some rust on the coin close to but now touching the 'D'. I'll post a pic from my phone... best I can do.

Unfortunately that's a heavily rusted coin.
Face value.

I can get a full coin shot with my scope of a silver dollar by putting the scope on a stack of books.
