1993 D Quarter DDO And Extra Weird Error

So there is obvious doubling on the D and In GOD WE TRUST, and if you look closely enough, there is a weird line error inbetween the neck and hair. Not to mention, it's very pretty, and in good shape as it's been sitting in a jar for just under 3 decades.

I know most of you will say its PMD, but I ask why this line between the neck and hair is so specific and doesn't show up anywhere else.

Also, most experts say to look for the doubling, what does it mean if most of it doens't mean anything at all? Really, I'm just curious.

Ok, I'll go first. This looks like Machine Doubling to me because it is shelf-like and serves to reduce the thickness of the design elements. Also, I note that there are no known DDOs for this mint/date combination:

When I first started I thought that MD ( Machine Doubling) was something I could retire on. But then I was still learning about coins and how they are made. It will take some time to teach your eyes to know what to look for.

So on Regular Machine Doubling (on raised devices) MD will reduce the size of the device (letters, numbers, the profile) and look shelf or step like.
On Incuse Machine Doubling (on recessed devices) MD will INCREASE the size of the devices and can still look step like or sometimes sloped.
