Hey guys it seems to have a minor spike head and some LAM issues. Is it a die chip or a 9 on top on the 9

Yes on the cracked skull (die crack) and reverse lamination issues. Would appear to be a die chip in the 9--emergent broken post.

lets add this up:
1 Die crack (spike head)
1 Die chip (on the 9)
2 separate laminations (on reverse)
Yup that about sums it up.. Nice find!

Might check the mint mark closer. The location is so close it has me thinking maybe, maybe not. The die chip on the 9 plus (if another) one on the B in liberty has me thinking more maybe. In the end it's all about the finding the RPM first. The one listed below is LDS. Thanks, Doug.

The added effort is appreciated. That said I'm afraid I still can not confirm one way or the other. I was thinking it had a chance, but I still can't make out if it has or had a doubled lower serif. Thanks, Doug.
