when did kennedy silver proofs change from .90 silver to .999? and did the weight change from 12.5 grams to ?

Short answer is the Kennedy proofs were 90% silver from 1992-2018 and from 2019 forward have been 99.9%.

To answer the other question by the OP, the .999 fine silver halves should weigh 12.685 g, vs 12.5 for the .900 fine versions.
