Could be . The flap of a Whitman coin folder would be against it. The obverse colour is different from the reverse, like other "folder" coins.

Artificial colour due to messing around with
MS70 coin cleaner or similar product .

Would artificial colour be spotty like it is (ie. not a uniform application across the coin)? It looks like some toning that follows the design elements. Never heard of either product, but good to know what they are, will be interesting to read up on them.

Could also be long exposure, light type/source and or nearby background material. I've played around with this on some silver coins and the camera will intensify some colors based on exposure length. Does the colour show the same in hand (depending on light/angle) or is it mainly visible on photos.

I like the look of the coin, nice find.

I've had all the coloured coins posted here forever. I didn't know they were like this until I was going through all my cents during covid.
Too many different finishes on these coins to be from Verdicare, which didn't exist when these were stored (with no thought of protection), and which I never heard of until well after 2000 on, oh wait.... on coin sites.

Here is a more recent happening; I bought a roll of 1959 cents off ebay before 2005. They came in a plastic tube that had a notched cap that was cracked. Some had fingerprints, which turned black, so it had been looked through. I took out a couple and put the rest away with everything else. This is what happened to the top coin since then. You can see finger lines in front of the queen.

I don't know what MS70 does either.

While going through countless 2x2's and rolls of cents amassed over 50 years (I'm up to 1957) to take out any damaged/cruddy/lousy cents before selling them (have over 1000 in the scrap bag), I came across a bunch that had taken on lots of colours. Most don't show much colour at a 90 degree angle; you need to see at different angles. Here's the same coin with indirect light at 90 degrees. You'll be surprised. The cheek scratch really stands out now. This coin almost ended up in a roll.

I try to show the same colour as in hand. I tried regular clear, and soft white incandescent bulbs, and a neon soft white, which gave a yellowish hue, and darkened the blue.
I use a desk light with a tiny halogen wedge bulb on whitish background for cents. It's closest to what I see.
With silver, try a neon full spectrum on black. (see photos in my 25 cents 1960 PL post)
