I don't think so. Looks like PMD of some kind,maybe dried liquid? Try soaking in 100% pure acetone.

It's weird how it goes under the I in Liberty. I am trying to get a better photo of it. I don't know what PMD is but I don't think it's any sort of dried on substance. I will soak like you recommend. It actually looks like some type of foreign substance like wire or string that's actually embedded into the coin and then underneath the I in Liberty.

Appears to be the 'hard' edge of a dried stain--given the last image posted. Suggest trying a soak in 100% acetone.

The I in liberty is raised so the material has been worn off on the top. It only looks like it goes underneath.

Looks like a stain. Give it a soak in pure acetone.
