Ok. Are scattered ladder notes in general worth anything? Like if I had a 2017 dollar bill with digits 0 through 7 or 1 through 8 but out of sequence, would it command a premium?

A "Scattered Ladder" is a made up hype term used almost exclusively on ebay and sometimes Facebook by sellers with notes that have nothing going for them. You'll never see these for sale by any legitimate auction company that writes their own auction descriptions. Plus, a typical scattered ladder doesn't have any numbers that repeat themselves.

I wish that "coolness factor" website would just implode already. It's worthless. People go there and see their note has a 98% "coolness factor" and think they're rich. It spews the most ridiculous crap. Hey, your note contains "4696563" which only 3% of notes have. Seriously?

I wish people were more capable of employing a little critical thinking in cases like this. If you need to ask whether it's fancy, then it's not fancy enough to merit a premium or else you wouldn't need to ask.

Never heard of it either, but it should logically be only one of three basic sequences - digits 0 through 7 in random order, digits 1 through 8 in random order, or digits 2 through 9 in random order. None of which would have any interest to me anyway.
