Hi,
Pretty certain this is PMD and I'll apologize in advance for wasting your bandwidth. I was about to toss this into the coppers bin, but after a second glance thought it was interesting enough to get a second opinion, or three.
Looks like some crazy airbrush or sandblast going on.
Thoughts?

my guess is some sort of string that somehow kept the area under it from oxidizing.....?

I was going to say it was a "tagged" coin

I know that heat can artificially tone coins, which is why I said that.
