Almost certainly Carthaginian, with Tanit and horse.

I don't know remotely enough about those to tell any more precisely; AFAIK there are many very similar issues.

For later reference, the "10th coin down" is Numista 48858, an AE shekel (apparently). There is also an AE17, Numista 195383, that I'm unconvinced is not the same denomination given the weight.

There are probably other denominations, and possibly also other variants of this denomination; I wouldn't trust Numista to be particularly complete here.
