I've certainly seen coloring like this on slabbed Indian cents, especially proofs.

NGC approves a lot of this type of toning as market acceptable, and a few do get into PCGS holders. There is an ebay seller who specializes in getting this type of toned Indian cents into NGC holders.

The coin appears to be slabbed, if it were artificial.... wouldn't it be labeled Details? Gorgeous coin nonetheless.

It doesn't look like that in hand, so there's some photographic manipulation to these type of pictures. I don't see a problem with this one.
Is it graded by PCGS?

PCGS usually dings these as questionable color, but not always.

NGC will often let them slide into straight grade holders.

Early Indian Head cents, especially proofs, did develop some wild toning.

In this case the photos look enhanced (increased saturation) which can be seen on the color of the "prongs" used to hold the coin in its TPG holder
