Know there's a lot of odd surfaces due to the change of the coins composition this yr.. but is this normal?

Roller lines on the zinc core before plating.Normal,no. But not unexpected.

Yes, zinc core related plating issues--not that uncommon in earlier zinc core cents.

Very difficult to find examples from this era that don't have some sort of plating issue.

I agree. Pretty common on these zinc cents. The surface disfigurements get far worse than this.

Okay so something with the flatness of zinc underneath. Just looks so weird. So for 1983 and 1984 coin surfaces on pennies are just a mess?

Yes, it is the rollers that are used to flatten out the stock metal before blanking.
Here is an image of my unplated zinc blank (type 1 - before upsetting):

Not just 83-84,82 through most of the era. You even find a few newer ones now and then.The early copper plating process was full of problems.
