I need to know which Indian Head cent variety this is but can't decide.

Agree. On a Shallow N with this much wear, the bottom leg of the N would be hardly visible.

Here is an example of a 1871 IHC with the Shallow N reverse. I tried to find a close grade to the coin in question. This shows how the bottom of the N of ONE is pretty much gone as Coinfrog was pointing out. This coin seems to be better grade but still shows how the bottom of the N will wear off rather quickly during circulation.
