So, a little back story my dad passed away a couple of years back. He didn't own a lot of material items and was a rather poor man, one of the very few things he did have was this little metal treasure chest with a hand full of coins inside .. this is one of those coins .. Unfortunately, about 6 months after his passing my home was broken into and many items were stolen one of those items a safe and inside that safe was my dads treasure chest. I never recovered the stolen items and guy was never caught

so these are the only photos I have and I came across them looking for something unrelated and just was interested to learn what this one was

We've seen a handful of these objects over the years, and they've remained a mystery. They pop up on ebay quite regularly too - here's one, and here's another.

My guess - and it is really just a guess - is that it's early to mid 20th century play money from a country that has historically had a "20 cent" or local equivalent in circulation. My best guesses in that regard are France and Mexico. Given that all of these items seem to appear in an American context rather than European, that would push the assumed origin towards Mexico, though more than a couple of them seem to be from Washington state, which may imply some kind of local origin, or at least local use as the earlier thread indicated.

The Numista entry for it is equally uncertain.

I've just noticed Numista lists two "varieties" - one-circle, and two-circle.

But if you ask me, the "second circle" - the inner lump in the centre of the two-circle variety - is merely a by-product of the cheap manufacture and not an intended part of the design.

None of which helps identify it, of course, except to point more towards "cheap manufacture", which might lean more towards the "play money" hypothesis.
