Can anyone tell me if this is a straight edge clipped planchet? I do not see signs of the Blakesley Effect, but from what I understand that may not always occur.

No bleakesley effect to be seen.
Sometimes, bleakesley effect not apparent on genuine end of strip minor straight clipped planchets
.
To be sure, need an edge on pic of the coin.

Can we get an edge photo of the area around the "bump" on the bottom of the right wheat stalk? Looks like a coin I have where a tool was used to hold the cent. Thanks

Edge picture please. It doesn't look right for a Straight Edge Clipped Planchet. I'm suspecting PMD.

If it was a legit straight clip, The proto rim above WE would not be there. I think it was cut after it left the mint.

it's a filed coin, not an error coin, Put it in a slip and label it damaged

THAT's IT!! just couldn't get my brain to think of it! The tiny thin part of the rim above WE was bugging me - it would not be there if it were a true clip.
