That's some pretty severe Die Deterioration Doubling going on.

Classic, yes. When I come across 'better quality' '55 poor man's doubled die examples, I keep 'em. Probably have at least 50. Check around the base of the bust--occasionally one can find subtle die cracks there.

RIDB on the head. Those are kind of common and with the fingerprint on it I would spend it or just toss it in my wheat pile and keep it as a Wheat cent and not as a variety.
