My guess would be MS details. The surfaces look iffy. I'll be curious to see what the experts have to say.

to me the coin looks like it was improperly stored. there are quite a few light scratches on the surfaces around ONE CENT. could be someone's attempt to test if they could clean it up and then stopped. the lower right rev quadrant of the coin is not natural. the coin looks like it came in contact with something that interreacted with the metal
