Looks like a stain to me.Not a mint error.

I agree, it is probably a stain. Try to gently wipe it with a soft tissue.

Not a good idea.
Even though this coin has no collector value,you should not get in the habit of "wiping" coins with anything. Never clean a coin unless you know what you are doing, and most people do not know the proper techniques.

Well, the ones that came in the uncirculated set had a satin finish and were copper, not a copper plated zinc cent - which give it a very small premium.

Some of these cents that come with this reverse design have a very strong doubled die...those are the ones to look for which depending on condition can bring a large premium.
