 Yes   You actually have a genuine mint error  This is actually an off centered broadstrike where the dies didn't line up correctly with the planchet blank resulting in what you see now... Others will more than likely confirm, perhaps with other information... To add: I'm thinking that part of the retaining collar broke away resulting in flow-out of metal since all of the lettering near the rims are not cut off or missing.

PrincessTinkerbe,  Very nice error find. Where did you find it? Being a bicentennial adds a bit extra to the value. Can't make out the mint mark...D? As to value,just a guess...$50 to $100+ John1  P.S. Looks like there might be a fingerprint on the obverse. Dip it in 100% pure acetone,not standard nail polish remover as soon as possible.

There are graded versions of normal Washington quarters that were broadstruck in partial collars selling for $100-125 in NGC slabs. If you wanted an estimate better than a guess, I'd recommend Jon Sullivan of Sullivan Numismatics. He sells mint error coins, has written many professional articles on mint errors, and is a helpful guy.
