Lamination usually isn't found on clad coins. This looks more like damage to the coin than an error, as noted, it has the look of acid damage. I'm leaning more towards an area of acid that was standing on surface of the area in question. If some of the letters seem normal, it may be that the corrosive agent was simply too shallow to cover them. It does looks like many of the letters of IN GOD WE TRUST do have the same distortion as the field in these photos.

It is PMD,acid or maybe even some type of glue is on the coin.

I'm thinking post-strike damage--heat or corrosion. With the one close-in image, I believe I do see some distortion in the devices/lettering.

looks like an acid treatment to me, the devices have been affected a little - they have been reduced in size a bit.

I'd start with an acetone soak just to be sure it isn't a foreign substance.

If weighs normal I'd say heat damage. If lighter then acid.
