Post-strike damage, yes. Coin may have spent some time in a poorly maintained fountain, or a theme park water feature.

Looks like there could be some lamination, but it might just be a surface stain and the light is making it look that way.

@Macros This dime is suffering from PMD. Perhaps environmental corrosion in nature.
