Something has removed all of the highest points on the design. Most likely it was sanded down as noted above. The weight of the coin may be slightly under the specified weight of 3.11 grams. Do you have a coin scale? If so, let us know what you find.

It weighs 2.8g..diameter is smaller than normal..and its thicker than normal..

the first coin was sanded down and should weigh less then normal

Might have been in a dryer at some point. Trust me, it's not an error. This cannot happen during the minting process.
