The coin doesn't appear to be very worn. The weight is correct. Could this be some kind of annealing issue?

I'm thinking post-strike damage--staining, perhaps a thin, splotchy layer of crud. Coin may have spent a little time in a poorly maintained fountain or theme park water feature.

Definitely environmental. Heat treating (hardening, annealing, tempering) involves heating the metal. To what temperature and what is done afterwards depends on the process being performed.
