What grade would you give this 1928 S Peace dollar and 1884 Morgan dollar? And do you think they have been cleaned?

First coin looks cleaned. I'll say AU details. The second coin, I'll say MS-64.

28S - harshly cleaned

morgan - I can see it MS64. the only issue I see is that the 84(P) typically are strong and bold strikes. the left eagle wing is not even close and the glare may be hiding some of the surfaces. it may be netted down a tad. if anything the reverse can affect the grade on this one and drop it to a 63

28-S VF details, harshly cleaned. 84 I think the huge scuffs on the reverse will hold it to MS-63.
