I think it's a tiny spot of Zinc Rot. Not an attempted mint mark. Zinc dust or some other unwanted contamination was on the zinc core when it was copper platted.

This spot has started to corrode and has raised the surface slightly. It's a common platting problem with copper plated zinc coins.

Agree--a breach (or related issue) in the coin's plating has exposed the zinc core, which is leading to the formation of a zinc rot 'bubble'.

It does look like a small D but above statements are correct. It is just a bubble.
