I have not been able to find anything to help me understand what is going on with this quarter. Any insight would be very helpful.

Given the one partial pic, it appears the coin has suffered from heat damage. Please post full, large and sharp pics of the obverse and reverse. Thanks.

you should also post up full coin images of both sides when presenting coins for us, then any close up images of areas of concern you may have
But for this one, no more images are needed - This one has been heated to a great extent that the cladding has separated from the copper core.
