Yup, commemorating UK's accession to the European Economic Community.

The UK is the only country that does not have any national identifiers on its coins or stamps.

G'day,
it's from the United Kingdom, which includes Great Britain.
Allegedly, this was a commemorative 50p coin marking U.K.'s entry into the EEC:
"To celebrate its entry into the European Economic Community (E.E.C.), the United Kingdom issued a special commemorative fifty pence coin, with a reverse design of nine hands. The ninth hand is smaller than the other eight, and was intended to represent the female hand of the British queen, although at the time many people assumed the design was an error."
However, the V.A.T. was introduced on April Fool's Day that year, and it is easy to see that this coin symbolizes the intrusive nature of the new tax ...
No other coins were issued for general circulation that year.
