I don't think so. The mintmark doubling looks 'mashed' down. That's a sign of Machine Doubling. Look for the same doubling to be repeated in AMERICA. If it is, it's definitely Machine Doubling every time.

Look at the left edge of the building. The Machine Doubling is in the same direction.

I think he meant left edge of the picture where to the right of the building you see more Machine Doubling.

It is not an RPM.
