There are raised areas under the steps, above the I and C in Monticello. I had these marks on another coin (2023 P DDR I believe) and it was called a die clash. But for a 2022 P DDR where it is used as a marker, it is called a die gouge. So just what are they?

Well, if it is a die clash - they would all look pretty much alike since the obverse design elements did not change. Using a clash ad a die marker would be a bad idea because it can occur anywhere.
The best die markers to use would be the ones that were added by hand or accident, such as polishing lines (these would never be the same from die to die), or maybe a die dent.

I'm thinking Die Clash as well. It looks like the obverse is showing the line through Jefferson's eyes from the base of the Monticello.

Here's a Clash Overlay for the coin. It shows about where you can expect to find clash marks on a coin with no die rotation.

Thanks Yokozuna. That matches up quite well and it makes sense as the same marks appear on 2 different year coins.
