I have a 2023-D Edith Kanaka Ole coin that is extremely matte on the reverse. I am hoping to figure out if this is an error, an explanation or even if there are others like this. I have added photos of this coin next to another 2023-D Edith coin for comparison, as well as magnified photos of both coins.

to the CCF I run into this going through mint bags. I put it up to the difference between coins struck with new dies as being shinier and crisper than being struck with older dies that are duller in appearance.
