I was considering ordering The 2009 District of Columbia First Day Coin Cover ~ The mint is only producing 25,000. and they are asking $14.95 ~ Would this be a good investment for my collection?

For a Long Term investment I'd say go for it but initially the price won't vary much.

To give you a bit of perspective, the US Mint originally listed the coin covers at $19.95 but sales were meager and typically resold in the secondary market for considerably less. The Mint has now lowered the price to $14.95 but they still are not big sellers. It is nice if you are interested in it for the coins themselves but definitely not a good investment.
