Scrambled ladders are junk. Think of the possible combinations of digits 0-9 alone, then multiply this number by the possible prefix and suffix letters, and then multiply this by the different series numbers. Then consider this note is well worn.
Collector-worthy bills like radars and repeaters occur about 1 time in 10,000. Eight different digits in whatever order is fun to find the first time, but they occur about 1 in 55 bills, so they're actually pretty common relatively speaking.
