I was going through a bunch of quarters I had saved up over the years and ran into these 3 quarters. They are 3 different years (1990,2004,2016) and all minted in Philadelphia. The same brown thing is on all 3 front and back and they are smooth to the touch. They feel almost like they are coated in wax. Is this something that happens in error, or did someone paint them? Is something like this worth anything? Thank you for your help!

Just dirt and grime and corrosion from well circulated coins in various environments over time. You will find that many, if not most coins in circulation eventually succumb to environmental damage of this sort.

The quarter on the right looks as if it may have been buried - possibly a metal detector find.

I agree with environmental damage. Like maybe a fountain coin or a once buried coin found with a metal detector.
