1999 Penny Possible Error Or Zinc Rot? Need Help

I should lead with I'm both new to the forum and new to coin collecting. I've been going through a large change collection and ran across this 1999 penny that seems to have a strange . I've not been able to find anything like it and the only thing that has been close was zinc rot. I didn't think this was zinc rot because the pits if you will seem to be the same color as the outer layer and not dark in color. Could anyone let me know what this might be? Thank you in advance for your help!

Looks like PMD to me. Zinc rot makes a bubble or crack that has powdered, white zinc coming out of it.

Every time I see a 1999 Lincoln, I cross my fingers and look at the reverse hoping it's a Wide AM. Might want to check. Most likely not, but !!!!
