Yup...seen this on a few of my proofs. In my opinion, both uncirc and proofs are poorly made.

Bummer, I like the cameo effect on these coins. Shame it's not going to last.

Haven't seen this yet on mine.......but......then again......as soon as I get a proof set, it goes down to the bank, into their vault, and in the SDB !
I'm assuming this damage described is environmental/humidity. I say this since I see that these Proof coins have been "cracked" from their proof casings, and are presently contained in a "non-airtight" 2x2.
Keeping "the weather out" would be very difficult if this is going to be a typical trait to the Presidential dollars....
Mine stay where they are for now, but eventually I plan to "crack em" and put them into an album to have a nice "Proof showcase" of these. I guess also wrapped in aluminum foil and ziplock baggies !! ...

The OGP proof cases are not air tight either!

These I won on ebay from a local dealer I received them in hard flips. which led me to believe it was due to handling.
But I have seen them in the original Government holders doing the same thing. Just weird

Yeah.......I "have" some that have "leaked air" ! ......
Several of my old Proof and Mint Sets have bad enviro. damage. Eisenhower Proof Sets.....Uncirc Sets....numerous materials from the 60's & 70's.....even leaks in the "blister plastic" wrappings ......they were like that when I " inherited" them.....but nonetheless......it goes to show that if they are NOT kept/stored in a "low humidity" place........THE UGLY DEATH OF COIN CANCER AND/OR TARNISHMENT CAN/WILL STRIKE !
And even in low humidity places.......certain gases can still infect them as well.....
You must have "several" lines of defense !

True, of course ! But Original Govt. Packaging is certainly better than an "open air" folder or a 2x2 ! ... ....

I can just see a future market now !.......... "FOR SALE - RAINBOW GEORGE WASHINGTON PRESIDENTIAL PROOF DOLLAR" ........
