I'm thinking it's from a weak strike. We see this quite a bit. I can't remember what it's called.

Yes, weak strike. Not uncommon with memorial cents from the mid '80s to late '90s. Immediately opposite (on the obverse side) is the lower portion of Abe's bust--lots of space to needing to be filled with metal when the coin is struck. The obverse gets the metal and the reverse gets a weak strike.
