@num, good question. I see a similar item posted on the numista exonumia forum and the conclusion there was that it was a pachinko token. The pachinko tokens we typically see here are not bimetallic, but I did find one old thread with such a piece http://goccf.com/t/180733). The design is different of course, but I see no reason to doubt this piece being one as well. Perhaps someone else can weigh in with a more definitive opinion.

In the meanwhile, can you please confirm that the design is the same on both sides? Also, can you add a little context to how you got this token? Was it part of a lot, and if so, what were the other pieces?

Both sides are identical. I have some pachinko tokens but they are very primitive looking compare to this. I don't know where or when I got this. Was just sorting some tokens I saved a few years ago.
