Found this 1989D penny where the letters LIB on LIBERTY are smaller than the rest. Actually they look like small-medium-large and the rest extra large letters. Is this a Greaser?

I agree, appears to be over polished in that area. Interesting though that the devices in the field near the center of the die appear unaffected
