As to whether this coin should be termed "red", it is my understanding that this would mean the coin is not only uncirculated, but also has not begun the natural toning process whereby copper turns from red to brown. Your cent may have a reddish tint, but is very clearly circulated.
I'm no expert on grading, but I think that the circulation wear and rim bruises bring this cent well below the AU/MS line.

not sure what you mean by Red. the RD designation applies to MS coins. this coin has been in circulation for quite a while and is a little beat up. your other note is that it has rim errors. what you are seeing here is a banged up coin. I don't see any type of error.
the coin would be in F grade and with the rim hits would not grade straight.
