1999 P Pennsylvania State Quarter Possible New Error In Keystone Symbol

I have a 1999 P Pennsylvania State Quarter.

I've looked and searched and researched what this error is so I can put a value on this quarter.
But I guess as far as I know there were no errors found with the Keystone Symbol.

It also looks to be a small die crack to the left of the Keystone symbol kind of the top left of the symbol.

I not sure if it's a lamination error but the Keystone has something bumpy matte finish unlike the background of the quarter so it can stand out but it looks the bottom right of the Keystone is folded and does not match the rest of the Keystone symbol but there are still an outline of the Keystone where it should be.
I'd love to finger out what this is and kind of a ballpark of what it makes the value of the quarter.

Die Chips and maybe a Die Crack. The keystone symbol appears to have taken a hit, displacing the metal. No premium. Just a face value coin.

Just curious I thought that dye chips were raised up and had a texture to them is that right?
This doesn't It's flat and smooth in the corner along where it's not matching the other parts of the Keystone

I see a die chip, two die cracks one next to chip the other on obv. from bust to the Q. and the flat area your concerned about is just a hit mark that made that area look smooth.

due to the poor quality of the images (very pixelated in the close ups) I think that they are hits.
The long straight one being a scratch maybe, the the one above it looks to me like Reed Marks.
the mark on the lower right of the 'keystone' looks like a circulation hit also.
